Summix submits outline planning applications for new settlement at Worcestershire Parkway

Summix, in collaboration with Homes England, has submitted two parallel outline planning applications to Wychavon District Council for a new, plan-led settlement at Worcestershire Parkway, now known as Wychavon Town.

The applications, which cover the proposed town centre and southern neighbourhood, seek outline planning permission for approximately 5,500 new homes, supported by a purpose-built town centre and high street, employment and mixed-use development opportunities, education and healthcare facilities, extensive green and blue infrastructure, and integrated transport and active travel connections.

Together, the proposals establish a comprehensive framework for the delivery of a sustainable new community, helping to meet identified housing needs while supporting long-term economic growth in South Worcestershire. The applications represent a significant milestone in the progression of the site, moving from strategic plan-making into the delivery phase following its allocation through the South Worcestershire Development Plan Review.

Peter Bateman, Planning Director at Summix, said:

“The submission of two major outline planning applications represents a significant milestone in the promotion of the new settlement at Worcestershire Parkway now known as Wychavon Town. The submissions demonstrate the continued investment and commitment towards the project from Summix and our collaboration partners Homes England building on our promotional work which has been ongoing through the South Worcestershire Development Plan Review since 2018.

In combination, the two applications seek the establishment of a comprehensive framework for delivering a significant proportion of the allocation's development requirements including 5500 houses, employment and mixed-use development opportunities, a purpose-built town centre and high street, education and healthcare facilities, green and blue infrastructure, and integrated transport and active travel connections.

The submissions represent a pivotal moment in moving from plan-making to delivery. We believe Wychavon Town has the potential to act as a national exemplar for plan-led, infrastructure-first growth, demonstrating how new settlements can deliver housing at scale alongside an economically productive town centre while creating high-quality, sustainable places for future generations. We have undertaken extensive engagement with statutory bodies, local authorities and the local communities over the past 8 years and we look forward to continuing these discussions proactively post submission leading into determination to enable the settlement's vision of a high-quality and sustainable new settlement to become a reality.”

The planning applications have now been validated by Wychavon District Council and are available to view and comment on via the Council’s planning portal:

As part of the planning process, the proposals will be subject to statutory consultation, including engagement with specialist consultees and the local community. Summix and Homes England will continue to work closely with stakeholders as the applications progress through determination.

Further updates on the project and future engagement activity will be shared as the planning process continues.
